Identity card design revealed (25/09/2008)

UK Border Agency has revealed the design of the first identity cards to be issued to foreign nationals in the UK.

The UK will begin issuing ID cards, part of the UK's national identity scheme, to foreign nationals in the UK from 25 November 2008. The introduction of ID cards will provide a convenient and secure means to protect identity by locking it to one person using their fingerprints.

Hurricane Ike Embassy Update

Our well-prepared team of consular staff in Houston have been working hard and remain in contact with local authorities in the aftermath of Hurricane Ike. Our staff are fully engaged in emergency services planning at local, state and federal level.

Curfews and requests by the authorities for the population to remain at home or in evacuation centres are in place. Public transport and office buildings remain closed. This has afffected the building our Consulate General offices are located in, which like all office buildings in downtown Houston remains closed on the advice of the local authorities, but telephone lines remain open and our staff are on duty to answer any requests for assistance from British Nationals.

Travelers planning to visit the

United States

under the Visa Waiver Program (“VWP”) soon will have to obtain a travel authorization from U.S. Customs and Border Protection (“CBP”) authorities prior to being authorized to board their aircraft or ship. The details of this new travel document requirement are discussed below.

I. Description of the Proposed Rule

The Department of Homeland Security (“DHS”) has announced the proposed amendment of its regulations to authorize CBP to introduce an Electronic System for Travel Authorization (“ESTA”) for aliens wishing to visit the United States using the VWP. The ESTA program will gather data currently requested on Form I-94W, Arrival/Departure Record for aliens seeking admission to the United States under the VWP. This data will be evaluated by CBP to determine the eligibility of citizens and eligible nationals of VWP countries to travel to the United States and whether such travel poses a law enforcement or security risk. This determination will be made by CBP before such persons travel to the U.S. A travel determination made under ESTA will remain, with certain exceptions, valid for two years and may be used for multiple applications for admission.

CBP is introducing this measure in order to comply with section 711 of the Implementing Recommendations of the 9/11 Commission Act of 2007. The goal of the ESTA is to provide for greater efficiencies in the screening of international travelers by allowing CBP to identify subjects of potential interest before they travel to the U.S. CBP believes the introduction of ESTA will increase security and reduce traveler delays upon arrival at U.S. ports of entry.

A travel authorization issued under ESTA is not a determination of admissibility to the U.S., nor is it a determination of eligibility to receive a visa. Aliens refused a travel authorization under ESTA will not be eligible to travel to the U.S. under the VWP. Such aliens remain eligible, however, to apply for a visa at a U.S. Consulate. An alien planning to travel to the U.S. with a visa will not be required to obtain an ESTA determination.

DHS plans to publish a notice in the Federal Register in November 2008 announcing implementation of ESTA. The ESTA program will become effective on or before January 12, 2009, 60 days after publication of the notice in the Federal Register. ...........

WELCOME TO THE BABC

As the President of the British-American Business Council (BABC), I am delighted to welcome you to membership in the BABC through your membership in your regional BABC chapter.

Through the BABC, you have access to the largest transatlantic business network – some 3,000 companies, based in more than 20 major business centers throughout North America and the UK, that account for a large portion of the $600 billion in US-UK investment and $171 billion in annual US-UK trade.

You can, for example, participate in the local programs offered by all our chapters, as well as in our Annual Transatlantic Business Conferences; access the password-protected membership databases of all our chapters to identify clients and business partners throughout our network; promote your company and your services/products to their members, through our website; and take advantage of our other business services, including extensive external North American/European corporate databases, special savings on services/products offered by other BABC members throughout our network, and (US chapters only) to our swift and efficient J1 Program.

We are a young organization, and we owe our growth to the participation of companies like yours that are looking to expand their transatlantic business.

I hope to have the opportunity to meet with you personally at next Annual Conference in my own home town of Chicago (April 23-35, 2008).
